THE THIRD PROBLEM IS 99.9% OF AFRICA'S CORRUPT FREELOADING LEADERS AND THEIR FAMILY MEMBERS HAVE MANY PERSONAL FOREIGN BANK ACCOUNTS TO BE SERVICED AND INTO WHICH THEY DUMP LOOTED PUBLIC FUNDS TO FUND THEIR CHILDRENS' FOREIGN EDUCATION TO SUBSIDIZE STATE SPONSORSHIPS, THE ACQUISITION OF FOREIGN PROPERTIES AND OPERATION OF FOREIGN BUSINESSES BECAUSE AFRICA'S LEADERS KNOW AFRICA'S ECONOMIES AND CURRENCIES ARE USELESS, NOT TRULY LEGAL TENDER, AND NOT STABLE, ALWAYS FRAGILE, VULNERABLE, AND DEPENDENT ON THE US DOLLAR PERFORMANCE AND FOREX RATE.
