  It is not only the collection of tax revenues by our West African governments which must be closely looked at to close whatever the annual financing gap.
  It is equally imperative to closely look at the level of corruption hugely among our West African governments.
  Governmental salary levels added to the other emoluments bite too deep into our West African public revenues.
  Our West African governments have chosen to invest heavily in luxury lifestyles like the acquisition of presidential jets and more expensive vehicles for their comfort leaving such a deep hole in revenues.
  West African governments may tax West Africans to their bones. However, until the crass mismanagement of incomes, looting and stealing from the public kitty is drastically and significantly reduced or eliminated, no amount of tax revenues and other sources of income will be enough to close any annual financing gap.
