I think she knows how low Nigeria has come as a result of Nigeria's oil find. She feel's oil hasn't done as much good to Nigeria as it could have been - the country was economically well diversified prior to the oil era, and policy makers it country didn't foresee the negative side of oil on time till corruption got out-of-hands.
So I think she wants Ghana to use Nigeria's failure as a guide to perfect her (Ghana's) policies surrounding oil.

She understands how badly corruption has affected the oil regime in Nigeria and doesn't want that to repeat itself in Ghana.

What you're saying, Kwame, reminds me of parliamentary debate in the first republic, Ideas from the other side of the isle were rejected not because they lacked substance but simply for coming from their opponents.When we put personal interests ahead of the national interests the entire nation suffers.Does her good advice suddenly turn into a bad one because Nigerians did not receive it before her ghanaian audience? Accountability and transparency are key to effective leadership but the primary factors are culture, custom and law. These three components must first be established in order to groom tomorrows leaders.
A culture that is free from greed, self sufficient and reliant. A custom that respects each other, believing nobody is beneath or above the other and a country that has effective and enforceable laws.
All these I believe Ghana has cultivated over the years and may sustain, sadly my country Nigeria is yet to reflect these attributes.
Hopefully one day we will get there. Wishing Ghana a greater future with their discovery.
