Great policy analysis but as usual, there are no specific solutions. Where is the money going to come from to solve the problem? Who are the technicians who are going to do the work. If that becomes the target, then govt start setting the right priorities to achieve that. The writer identified the issue of poor distribution leading to millions of dollars. Use some of the chinese $3billion dollar loan and some of the revenue from oil to solve this and Ghana will be generating money towards achiieving this. Tackle corruption and waste in the system head-on and there will be money for such projects. It is a question of setting the policy direction and developing priorities along this direction. It will also include developing the needed human capacity for these projects through education and training. These are practical issues that can be implemented to solve the energy crisis and also build capacity for the future. We need to be proactive instead of the current reactive measures such as waiting until "Dum so" starts to happen and then build some capacity to address current situations. Being proactive is what happens in other countries in such a way that energy capacity is developed in anticipation of future demand. Our leaders must wake up.
