Good initiative! NIA need not be apologetic about this because the issuing of IDs for foreign nationals is normal in most countries around the world. Call those cards permesso di sogiorno, Green Card, Residence permit or whatever, the bottomline is the same: foreigners are registered and have to pay regularly to renew their cards.

This thing will open up another fertile ground for corrupt officials who would issue documents that will have no recognition a metre from where it is issued!

what is the need for the immigration database if they cant tell who is a foreigner in Ghana and who is not?

When a foreigner is in Ghana, he is given a stay in Ghana via the immigration on their passport.

If he or she stays beyond the period, they pay for overstay.

If they want to reside longer due to education o business, they pay for residence permit, which is recorded in the immigration database.

What then is the card for? when their details are in the database?

If they want to know the number of foreigners in the country, they should make use of the immigration database like every other country does.

I don't think the UK, US or other countries issue national ID card to foreigners.

If Ghanaians don't have birth certificates, ID, addresses etc how would the gov't know who is a Ghanaian and who is not. This does not make any sense.
