  The energetic Hon. Harunna Idrissu is ill-advised by his Trade Ministry bureacrats. The Minister should please request for a copy of the Ghana Trade Policy and its background papers to understand the different trade instruments and their purpose and application. The unfair trade practices problem in the cement market is not tariff related or dumping. In fact the market is uncompetitive, beset with price collusuion which can only be cured by the proposed establishment of a Competition Commission, for which MOTI has already completed the revision of the draft Competition Law with the assistance of UNCTAD since 2008. What remains is for a Competition Policy to be drafted for cabinet approval of both the policy and draft law. And please, GHACEM is not the appropriate forum for discussing the issue of market dominance.

  My brother Hon. Harunna Idrissu, the new Minister of Trade and Industry should remember that his brief covers the protection and balancing of the interests of consumers, manufacturers and distributors (traders). Please find yourself a Trade Policy adviser to help stregnthen your PPME and Secretariat. The Ministry claims they are now implementing Idustrial Policy and its sector support programme, when indeed the Industrial Policy should be an offshoot of National Trade Policy, with spearheaded with a revised Trade Programme after the previous one ended in 2010. The competition architecture of Ghana's trade sector is incomplete without a modern Competition, Consumer Protection, Quality Standards and Tariff Review/Determination infrastructure. Watch these things carefully.

In fact Ghancem for the longest enjoyed monopoly today they have just one competitor, my advice open the cement market allow competition and let the consumer enjoy a bit. We tired of these Norweigians
