A good Development initiative must be guided by its strategic plan approved by the Board which forms the basis of budgeting for parliamentary approval.The CEO responsibility is to work very hard to implement this plan without deviation while ensuring value for money at every stage.The plan must have short term, medium term and long term line of actions with deadline for feedback to stakeholders. To put the case to a rest; Are these investment initiatives part of SADA'S mainstream 'investment plan'threshold as part of its "Strategic Development Plan"? If the answer is yes, then the CEO cannot be charged of misappropriation of fund, the reverse holds if the answer is no. Again, as to how efficient and economical the said projects could be must be determined by "SADA Investment Management Committee recommendations to the CEO"for the approval of the Board. If these steps were also taken, here again, the CEO cannot soley be blamed for any inefficiencies in cost management, again, the reverse is true, if found to be otherwise. In short, there are conventional control procedures that public office holders use in ensuring minimum transparency in their administration, hence we must all be cautious and do a little diligent work before saying anything on SADA'S allegation, please.
