  In this energy crisis saga, the World Bank is just considering how Ghana can entice investors in energy production - rewarding them, handsomely for their investment - while the government is considering the affordability of the people to purchase the energy they use. Well, the Bank should be reminded that an overwhelming majority of Ghanaians are not in work and, therefore, can not afford to pay a high tariff rate of the energy they use. The option will be for the government to subsidise consumption, but this will be counter-productive, economically. Though the stand point of each consideration is plausible, the government's consideration is hugely acceptable the fact that the people are in precarious financial situation.

  What World Bank is saying is we won't be able to generate enough power without investment (private or public), but such investment will not happen without a increase in rates/tarrifs.

  Gov't says tarrifs have nothing to do with future generating potential, but in truth, who knows if we'll be able to afford all these great plans the gov't has in the near future. All it takes is China pulling it's funding, which could happen if their economic growth/recovery takes a turn for the worst. World bank suggestion simply highlights the fact that we could finance it internally only if we are collecting from consumers how much it really costs to produce the power - which we are not doing.
  
  Keep in mind a huge part of the proposed new energy generating ideas are supposed to be funded by the gov't, but we're already in debt, so we don't really have that money available, hence the call to raise tarrifs.

  'Concerned', we understand all that! But, how are we going to pay for what "it really costs to produce the power" or tariff rate which, will include the overheads and profit, not to mention part of the capital expenditure, where the people cannot afford to pay? The option, obviously, will be that people will live in perpetual darkness, since the government can't afford the huge investment involved at this critical period. Of course, we may accept to pay a reasonable tariff rate. But history tells us that investors from overseas expect huge profits for their investments in African countries, therefore, we anticipate the rate to be as high as it will be unaffordable.

  we have predicted a sorry ass performance of this govt but never imagined the incompetence and corruption was in fact due to plain amateurism . pepeni himself has packed his govt with amateurs , with half his ministers whose first real job is looking after the affairs of 25 million plus. they did not come to serve the nation rather expect the people to serve them. this has given rise to corruption that make the even the Nigerians look like small boys. the ndc as a party could definitely have done much better and those who wrote the constitution never factored in the possibility that a majority party could field such a group of spineless idiots and amateurs. instead of resigning they clinch to their imaginary posts and dont even seem to see the whole country disintegrating , strikes everywhere , prices gone sky-high , no water or electricity just like it was before the coming of hitler in germany before the second world war . yes we shall surely end up with war as in war we will all learn what it takes to build and develop a nation and who really counts . today any tom , dick and harry ignoramus gets up and thinks they can be president or minister and are genuinely upset who looked over . the so called ndc gurus like ato ahvoi , totobi , avenoor and delay tactic expert tsikata are quiet as the all see things crumbling before their eyes . what use is their election engineering or rigging now since they will never live long enough to enjoy the monies being stolen and plundered now. ndc has not only taken a pounding in the propaganda war they started but also lost all respect of even their own supporters . these are the people who in their evil minds can only commit more atrocities and will most likely leave in a river of blood like never before. their days are numbered

  The use of a generator for a short period is acceptable but prolonged use is undoubtedly a business killer too and forces the hand of the owner to increase prices of their goods and services that the public is then burdened with (especially if their wages are not rising at the same pace of the price increases).
  
  Our politicians will have to start looking harder at the second and third order effects of their chess moves.

The consuming public will not also pick up the bill for government. Government coffers are dry as the Finance Minister says. Let us not kid ourselves but government will have to come again.
