You are right, but how do we get it done. Eg on revenue collection for the state, IRS, Customs and SSNIT have collective created systems that put the state's monies into private pockets. On the expenditure side of the book, Auditor General does not care how much a govt department spends on an A4 sheet of paper. You see, Our independence was negotiated and as today'sleaders sit down for the state's coffers to be looted in the name politics or whatever...The other stakeholders will be concerned. we are collectively messing up the country.

Why Dr Amoako-Tuffour, whom we know was a prominent member of Kufuor's government, failed to oversee the promulgation of a financial responsibilty law when he had the best opportunity to do so, continues to beat my imagination.
