  If the Government and ministries, departments and agencies never pay their bills, the entire increase in tariff will be paid by honest consumers and the long-suffering tax payer.

  Why review tariffs when there are large arrears to collect?
  
  The utilities must collect all arrears first before asking for tariff increases.
  
  We must root out all ineffective public servsnts.
