  What of the mobile money system like the one thrivng in E.Africa? At least the mobile money one ensures that the unbanked majority are brought into the formal banking system.

  What are the benefit to citizens as the main motivation you cited is to reduce the physical cash handling and circulation from the current 30% to?
  Yu also said "Mr. Terkper said government institutions like the Ghana Revenue Authority, the Registrars Generals Department and the National Identification Authority have started putting the registration and other exercises including tax payer’s record on electronic platform"
  Is the government and its corrupt ministries and institutions only thinking of tracking and having Audit trail for on cash inflows?
  What about emphasising the other way round, audit trailing all government outflows such that government directs that all government payments to its suppliers and ministries must be mandatorily be made through an account in the name of the supplier or beneficiary?
  Trigger points and thresholds will be set beyond certain amounts. The Bank of Ghana in collation with the "government or "corrupt officials" must think to apply ACCOUNTABILITY SYSTEMS" to reduce corruption not cash management per se.

THEY DECIDED TO GO FOR STRIP SHOW IN NEW YORK. SO, THEY ENETR THIS POSH STRIP BAR "FOXYLADY". THE LADIES WERE HIP. THE GUYS WERE HAVING A GOOD CHAT. ONE OF THE STRIPPERS COMES CLOSER JIGGLING HER BOOBS, UP & DOWN. THE BANKER GOES FORWARD, RECKONING HER TO COME TO HIM, HE PUTS HIS HEAD IN BETWEEN HER THIGHS AND KISS HER THIGHS AND TUCKS IN $50. SHE GOES OFF HAPPY. THEN ANOTHER LADY COMES WITH THE SAME ROUTINE EXPECTING A BIGGER REWARD PUTS HER BOOBS ON TO THE FACE OF THE DOCTOR... JUGGLES IT BACK AND FORTH. HE WAS LICKING AND ENJOYING. HAPPY GAVE HER HUNDRED BUCKS. FINALLY, ANOTHER LADY COMES EXPECTING A BIGGER REWARD. HE TAKES OFF THE TOP AND THEN PRESS HER ASS ON TO THE LAWYER'S FACE.... HE HAD A LOT OF FUN... BUT HE DIDN'T HAVE ANY CASH WITH HIM. YOU KNOW WHAT HE DID: THE LAWYER TOOK HIS AMERICAN EXPRESS CARD... SLID IT THROUGH THE LADY'S CUNT AND TOOK THE CASH STRAPPED AROUND HER WAIST.

  This is another opportunity for Ghana's elite to steal the government blind. It is always interesting to read and or hear Ghanaians learn of new toys and without much analysis and or careful examination approach Ghana's ignorant government managers with these ideas for implementation.
  For starters, what difference would it make in the lives of Ghana's working poor if there is no money in government coffers to pay the monthly wages/salaries owed to its employees? Secondly, how is anyone in Ghana's crooked and non-auditing payroll offices going to ensure that employee deductions (be it for their retirement benefits or government taxes) are going to the right accounts if there is no paper trail for the respective employees to verify and or evaluate?
  Let me give readers an example of how the entire government machine in Ghana has become undone and or gone beyond redemption since 1966. Currently taxes are taken out of the paychecks of NYEP/GYEEDA employees. A portion of the deductions are supposed to go to Liberty Capital Company for the benefit of the retirement accounts of contributing employees. It would be great if there is an audit and or a way for these affected employees to know how much is taken out each month and or whose accounts at Liberty Capital company is being credited. Unfortunately, the contract spelt out between NYEP/GYEEDA and Liberty Capital Ghana Limited stipulates that if the government fails to provide these investment monies on time then Liberty Capital can impose penalties which affect the contributions. Why should employees be punished because of government mistakes? The contract further stipulates that Liberty Capital shall decide when an employee is deemed fully vested.
  I provided the above example because it is not just a matter of Ghanaian leaders engaging in copy-and-paste actions (or monkey hear monkey do), but these leaders/managers ought to understand not just the practices and procedures but also know there should be existing infrastructure and institutions with oversight to have a copied system work well in Ghana.
