  I disagree - nothing the USA would do can help Ghana or Africa fight corruption; hold your people accountable. Enforcement of Foriegn corrupt practices governs processes it does not mandate how much monetary gain a company can make from deals. The people you send out to negotiate contracts are responsible. Until you realise this, rest of the world would always take you for granted or stupidity.
