The 72 hour processing time directive is a good first step,but must remain a temporary stop-valve measure pending the completion of a BPR(Business Process Re-engineering) study of the goods clearing process(es) at the harbors.
This will identify the systemic time wasting activities, possibly due to un-necessary duplication.
The BPR study will also benchmark against similar processes in other jurisdictions.
The recommendations of the BPR will then be used to support legislative changes and any additional investments in resources including equipment.
