The proper running of any enterprise is dependent on quality running of the enterprise. There is room for both the government and the private sector to participate.

There are well run profitable airlines like Ethiopia even with the latest 787,Angolan Airlines, Kenyan and South African, all government owned. So Ghana can have one too.
SAA, Kenya and Ethiopian are reasonably well managed companies - however, none of them are profitable.
All three are subsidized by their gov't. - and none of the three could sustain operations without a subsidy.
Len Hobbs even food producers and distributive companies are subsidized by the state in advanced capitalist countries.
