  This is good news because it is long overdue, but worrying because THE 419 and/or SAKAWA are well entrenched in Ghana but there is no indication in the story as to what checks are being put in place.

  This is long, long overdue. Nigeria is years ahead of us in deploying such Internet payment and transfer systems. I won't even mention S. Africa and Kenya, leaders in the field, with even better options not even existing in the UK, or just being adopted.
  
  Yes, one has to take into account increased online fraud too. It is very big and increasing.
