THEY MUST BE MADE AWARE OF THEIR DUTIES N RESPONSIBILITIES...IN A VISION,MISSION N GOALS PER WAT OTHER DCE/COUNCILLORS ARE DOING IN OTHER WESTERN NATIONS. ONCE THIS IS LAID DOWN, LET THEM DO THEIR WORK. IF THEY FALTER, SEND THEM TO COURT N SEND THEM TO JAIL...

  The ccounting systems of these entities must be established first. Sage Instanr Accounts costing less than £100 can do the job. GIMPA, I know can organise financial awareness courses for them. Some of these people do not know how to report the Finances of the establishments. It is all not down to corruption. Some of these men are fine civil servants.
