  "Statistics from the National Communications Authority (NCA) put the current level of mobile penetration at about 109 per cent." How can the penetration rate be 109%? I don't get it, someone help me with an explanation.

  109% means "mobile penetration" has reached all places and above the target areas

  It means some people have more than one phone, or uses more than one chip. For example, I have three phones, one IPAD, and one car tracker making five. My wife has three.
