  The reasons to those challenges are the bad intention the entities at various entry points.From airport to all land entries and sea ports personals take bribes. Some solutions: the people in high positions know how many people entry and how much many each passenger has to pay, being international or domestic. This can be verify by obtaining a copy from each airline company that operates in the country and same can be done to sea and land entries. Also, computer can be used for passenger as well as those working at that particular port to facilitate speed and intentional delays due to wanting to take bribes. Africans should know that bribery does not improve any country's development.
