PPP IN ITS SIMPLE TERMS IS INTENDED TO HELP PROVIDE INFRASTRUCTURE FOR THE STATE AND IN THE PROCESS PROVIDE MONETARY GAIN FOR THE PRIVATE PARTNER. THE DANGER LIES IN NOT ONLY THE DETAILS OF THE AGREEMENT BUT ALSO HOW WELL AND SOUND IS THE INFRASTRUCTURE. IF THE INFRASTRUCTURE IS POORLY EXECUTED AND THE AGREEMENT DOES NOT SPECIFY WHO IS RESPONSIBLE FOR THE FUNDING TO CORRECT FAULTS, THE STATE OR THE OWNER WILL BEAR THESE COSTS. BEWARE DURING THE CONSTRUCTION, FOR WITH A SMART AND CROOKED PARTNER, THE FINANCE AND THE RULES MAY BE AMENDED BY THE PRIVATE PARTNER TO THE DETRIMENT OF THE STATE OR THE OWNER. AS THEY SAY, THE DEVIL IS IN THE DETAILS. PPP IN ITSELF IS NOT THAT EASY AND STRAIT FORWARD. BE WARNED ON PPP.
