  Good move but do the Government organisations have the capacity to evaluate the revenue generating potential of projects to support loan repayments? Or is that going to result in an influx of consultants at high cost? How about the social components of projects such as hospitals, rail etc that will not allow for market rates to be charged until a future date? Who caters for this? Sovereign Guarantees have been misused in the past and need to be controlled.

  When Ghana is a situation of which State instutions in Energy, Water, and other Essential services ARE NOT Charging Market rate/NOT ALLOWED TO CHARGE MARKET RATE for the Goods/services/ with government's DISGUISE/RESTRICTION OF SUBSIDIZING THE PRICE YET ALWAYS FAILS TO PAY THE SUBSIDY COMPONENT TO THE INSTITUTIONS INVOLVED...MAKING THEM UNPROFITABLE AND UNFAVOURABLE (WITH POOR FINANCIAL PROFITABLITLY RECORD) TO PROOF THEY ARE CAPABLE OF PAYING BACK ANY LOANS THEY PLANNED TO SOURCE TO FINANCE THEIR PROJECTS IN THE GLOBAL FINANCIAL WORLD!!!!
