I am no expert on this matter but in brief review of the Ghana Revenue Tax Authority’s Domestic Taxes page shows that tax rates seems to be right at the median of tax rates for other nations of like size around the world.

As one of the commenters noted corruption is something that can derail a campaign to successfully implement a tax system. That being said, all Ghanaians must understand that our infrastructure, government, and government provided services are a direct result of the taxes we pay. So in essence “you get what you pay for.”
As painful as it is to admit this, corruption is practice that has cursed our continent for years and still continues to do so – but that should NOT deter people from striving to improve our country through a fair and effective progressive tax system.
There must be a dedication and commitment to installing a system capable of maximizing the Revenue Authority’s ability to optimize its ability to uphold its mandate. Examine how other countries do this implement some of their collection mechanisms.
There needs to be a campaign, an educational campaign to show the people all of the benefits/good that comes from those taxes. At the same time, there must be a serious commitment to bring to justice all those who misuse tax payer’s money. If the government can do a good job in changing perceptions, it has a chance of ensuring that taxes are paid.
The Ghanaian government must also do better job on using its resources to generate revenue for its self as opposed selling it off to foreign investors. The government can partner with foreign firms to secure the capital needed for major projects and charge small fees to citizens to pay these foreigners back overtime with competitive interest rates. These projects must be revenue generating projects (i.e. mass transit systems; interstate highway systems, etc)
We should not ship our raw materials oversees to be turned into finished goods, which we then turn around and pay crazy amounts for; get those firms to set up shops in Ghana to complete those products with those goods in Ghana – where by creating more jobs, and growing your tax base. It can be a win for the companies as well.
Most importantly we must learn from countries that have succeeded in going through this process as well as those who have fail
