  Did the UN or the League of Nations before it helped the US and Europe to industrialize?
  Industrialization is a national drive if you do not have it due to laziness and lack of drive, not even God will make it happen for you.
  Necessity they say is the mother of invention so therefore if you think you have no necessity,- that burning desire - you will not industrialize, is that simple.
