Odikr@, for this "Saflo" you want to destroy Ghana? There are no industrialists in Ghana. Laziness will not allow these so called industrialists to seek other markets for their products. Ghana stands to lose at least US$6 billion over 20 years and you are worried about US$2 million of exports? Giving up tariffs and duties on EU imports will cost Ghana, at least, US$300 million a year. Over twenty years, that equates to US$6 billion. And you are worried about US$2 million of exports? I hope for this EPA Ghana puts her thinking cup on.

Odikr@, EU is not the only place to sell these produce. Even in America, you will not be able to supply the small African markets there. AGOA also gives you better opportunities than the EPA proposes; AGOA is a reality. The EU will not buy your produce if a new source opens up in any EU country, even if your prices are lower.
We are not restricting the EU from trading with us. They are already getting our products cheap, but that is not enough. They want to get US$6 billion free with this duty-free nonsense; this amount is only from Ghana. Include all ECOWAS countries and this adds up to trillions of dollars. No EU country or corporation will build a billion-dollar factory in West Africa. The EPA is proposed because the EU never considers West Africans as human.
Think about it. How could anyone make such a proposal if there is any ounce of respect for ECOWAS. I really commend Nigeria for telling the EU to come up with a better agreement that considers the ECOWAS countries as, at least, having some intelligence.

It is always good to have a friendly economic partnership with trade parners. There are numerous amendements which could be made on our current EPA in order to be in conformity with AFRICAN LONGTERM ECONOMIC DEVELOPMENT PLAN in particular to integraye in the EPA technology transfer. DEMANDING EU to build their FACTORIES or INDUSTRIES IN AFRICA or GHANA, which will create jobs, train more practical technicians, technologist, inventors, practical engineers, which could help us produce more quality goods for export in the future. That is longterm plan. The current EPA is good for today in terms of EXPORT/IMPORT BALANCE, but does not include Technology transfer or building of industries in GHANA. The current EPA WILL HELP US EXPORT OUR raw materials like COACOA(about 50% of our export products, which is good today) but our future is to produce quality coacoa products before exporting, that will bring us more money than just thinking of EXPORT BALANCE.AFTER SOME YEARS? EU WILL DUMP THEIR SUBSIDIES QUALITY PRODUCTS and no one will by GHANA MADE PRODUCTS because we never developed our industries. SURELY, WE CANNOT COMPETE WITH THE EU, but WE CAN DEVELOP OUR INDUSTRIAL CAPACITY . THE EPA WILL HINDER OUR INDUSTRIAL DEVELOPMENT, we will continue exporting more RAW MATERIALS to buy few EU producs , and even obliged to buy their products instead of MADE IN GHANA PRODUCTS.
WE MUST THINK RATHER OF INDUSTRIAL PRODUCTION and not only EXPORT/IMPORT BALANCE,The MORE YOU HAVE INDUSTRIAL PRODUCTION THE BETTER YOUR LONGTERM ECONOMIC PLAN.
EPA
OBJECTIVES
ARTICLE 1 Framework Agreement
This Agreement establishes an initial framework for an Economic Partnership Agreement (EPA).
ARTICLE 2 Objectives
The objectives of this Agreement are the following:
(a) Allowing Ghana to benefit from the enhanced market access granted by the EC Party within the framework of EPA negotiations and thereby avoiding trade disruption between Ghana and the European Community when the transitory trade regime of the Cotonou Agreement expires on 31 December 2007, while waiting for the conclusion of a full EPA;
CE/GH/en 9
(b) Establishing the grounds for the negotiation of an EPA which contributes to poverty reduction, promotes regional integration, economic cooperation and good governance in West Africa and improves capacities of West Africa in the fields of trade policy and trade-related issues;
(c) Promoting the harmonious and gradual integration of Ghana into the world economy in accordance with its political choices and its development priorities;
(d) Strengthening existing links between the Parties on the basis of solidarity and mutual interest; (e) Creating an agreement compatible with Article XXIV of GATT 1994.
TITLE II PARTNERSHIP FOR DEVELOPMENT
ARTICLE 3
Development cooperation in the framework of this Agreement
The Parties commit themselves to cooperating in order to implement this Agreement and to contribute accompanying the Ghanaian Party in the achievement of the EPA objectives. This cooperation takes financial and non-financial forms.
CE/GH/en 10
ARTICLE 4
Development finance cooperation in the framework of this Agreement
1. Development cooperation for regional economic cooperation and integration, as provided for in the Cotonou Agreement, shall be carried out so as to maximise the expected benefits of this Agreement.
2. The European Community financing pertaining to development cooperation between the Ghanaian Party and the European Community supporting the implementation of this Agreement shall be carried out within the framework of the rules and relevant procedures provided for by the Cotonou Agreement, in particular the programming procedures of the European Development Fund and in the framework of the relevant financial instruments financed by the General Budget of the European Union. In this context, supporting the implementation of the current EPA shall be among the priorities.
3. The Member States of the European Community collectively undertake to support, by means of their respective development policies and instruments, development cooperation activities for regional economic cooperation and integration and for the implementation of this Agreement, both at national and regional levels, in conformity with the complementarity and aid effectiveness principles.
The West African region is the EU's most important trade partner in the African, Caribbean and Pacific region. The West African countries account for 40% of all trade between the EU and the African, Caribbean and Pacific region.
Of the West African countries the Ivory Coast, Ghana and Nigeria account for 80% of the exports to the EU.
Despite advanced regional integration processes in the region, barriers to intra-regional trade remain a challenge for the economies in West Africa. Regional trade lags behind compared to trade with developed and emerging countries outside West Africa.
All the countries in the West Africa region except for Liberia are members of the WTO. Liberia is currently going through the accession process with full support of the EU.
EU exports to the Ivory Coast and Ghana are dominated by industrial goods, machinery, vehicles and transport equipment and chemicals.
EU imports from the West African countries are dominated by a limited number of basic commodities. Nigeria is a major oil exporter, recently followed by Ghana. Ghana and Ivory Coast are the world's two largest cocoa exporters. They also export bananas and, together with Cape Verde and Senegal, processed fisheries products. Other exports from the region include a range of agricultural commodities (mango, pineapple, groundnuts, cotton etc.) and to a far lesser extent metals (copper, gold) and diamonds.
"Despite advanced regional integration processes in the region, barriers to intra-regional trade remain a challenge for the economies in West Africa. Regional trade lags behind compared to trade with developed and emerging countries outside West Africa".
So in the short term, we should sign right? Should that in anyway influence our position to sign the EPA by any stretch? I feel sorry for the deficit in mental capacity and vision in the NDC gov't, and the absence of this, should not banish Ghana to an agreement which doesn't help Ghana and the region from a position of strength over the long term. Ghana does not need the EPA, and that is a certainty.
What do we gain and what do we loss?How do we manage the socio-economic impact and the fiscal impact?It's rather unfortunate Africans don't seek for their better interest in negociations,for example we have never bother to demand TECHNOLOGY TRANSFER in all our agreement with the highly industrialised countries.So what is our benefit in trading in only raw materials?This should be the major concern because that is how we can create jobs and compete equally in the world market with some respect.Thank you.
Think of disparity in interest rate and access to credit facilities. I wished this agreement will include repatriation of stolen funds from Africa sitting in EU banks back to their respective citizens country of origin. This will end white color corruption entirely. But their banks will collapsed if they agreed to this.
Who put us in the situation that makes 'witches dance' the only option? The EU.
Perhaps, we need to accept the reality that EU's terms of trade are becoming impossible and look elsewhere for new trading partners. There's the US, South America, South East Asia, China and our brothers and sisters in Africa.
Let's say goodbye to a ' frienemey' called EU. EPA is bad for Ghana. No country in the world has become rich by the activities of foreign countries. EU exists to negotiate favourable terms of trade for EU and not Ghana. Let's continue to trade directly with friendly countries in Europe without EPA. we already have countries such as the UK, GERMANY etc who have been our loyal friends for centuries.
I am currently in Europe studying and I can tell you without a doubt that the western world would never enter into any deal of agreement with Africa if that deal will benefit the African people, believe me they don't have Africa and Africans at heart. I think we need to take a strong stand on this issue. I read somewhere that Nigeria has rejected the EPA deal, I think its a bold step they took. I think is high time we as Africans create a trade zone among ourselves and stand as one, if we do this the western world can never brings their policies to manipulate us. Ghana stand up. God bless us all.
There are dire consequences if we fail to sign the EPA. Unlike say Nigeria, Ghana's economy depends so much on our exports (eg cocoa) particularly to Europe.
Those who are campaigning for us not to sign don't seem to understand this truth. The bulk of our exports such as cocoa ends up in the EU. If we fail to sign the EPA, it means we cannot even export cocoa to the EU because the EPA is meant to be the basis for trading between the EU the the ACP countries. All of us know that the value of cocoa stems from the external demand for it particularly from the EU.
Just as the EPA will allow the EU to flood our markets with their goods, it will also enable us to do the same to them. Therefore let us device strategies by which we can increase our exports to Europe to balance the equation. Yes, we can.

If you want to see the benefits of the EPA, look at the Ivory Coast and the rest of the Francophone countries. The Ivory Coast and the Francophone countries have been in this EPA-like agreement with France for about half a century. Now tell me, is any of the Francophone countries better than Ghana? They wish to be like Ghana. They barely have anything to call their own.
We have not restricted Europe from trading with Ghana, so why do they need this EPA? If they truly are interested in genuine trade, then why should we remove all tariffs and duties in this pact? This pact will give Ghana US$82 million per year for five years so that we can raise our standards to that of Europe in exchange for removing the tariffs and duties. The duties we collect on just the importation of clinker from Europe (and it is a monopoly) is more that US$100 million. Ghana collects, at least, US$300 on these imports from the EU countries, so over a twenty-year period Ghana stands to lose US$6 billion. What you need to know is that no EU investor will build a US$500 million factory in Ghana.
They want Ghana to stop collecting the tariffs and duties from the source (that's from the Europeans) and rather collect it at the destination (that's collect it from the poor Ghanaians). How insulting and annoying can this be? They threaten us that they will not trade with us if we do not sign this pact. Is it not even better for us? Most of the agreements were signed when we did not have any leverage at all. Furthermore, in time we will be able to find other markets for what we lose for not trading with Europe. Nkrumah called their bluff and won.
Neither NDC nor NPP can say no to their masters. The ONLY way for Bornah and the other opponents to stop this disaster is to take it to the school campuses and let the students understand that this pact will destroy their future. This will get the students to agitate strongly enough for the government to use the agitations as an excuse to back out of the pact. The government cannot back out without this help; they do not have any backbone or balls. They need help.
The same situation is happening in Taiwan. Taiwan signed an agreement with China to open up only 64 sectors of their service industry, and the majority of the populace are up in arms to force the government to resign. This is only a small portion of their service industry. Shouldn't the parliament ratify the pact? If that is the case, then the parliament can give the government cover by rejecting the pact. This is a bad agreement.
