  Measure is in curbing govt borrowing & spending, just keep an eye on the 'shut-down ritual' that takes place in the US. We have the Appropraitions Act in this country,but do govts officials abide by its tenets? Look,we have enough laws on our books to fix virtually all the problems we face in this country,and then some! Let`s not get ourselves boogged down by additional and unecessary legislation!
