  How can you conduct any meaningful investigation/inquiry without input fromo all interested parties? Remember what happened in the 'missing baby' saga? In that case, the key witness,the mother, was by-passed by the C`ttee.

  The claim that the report was a whitewash is therefore justified;and I have a feeling that is why reps of the Telecos were ignored!
