  During the presidency of president Mills, his Ivorian counterpart discussed this idea and both agreed to carry out this plan. The Ivorian president is now in The Hague. In the 1960s. our own great KWAME Nkrumah planned and constructed silos to support this plan. Go to Tema and the silos are there rotten.The Libyan leader Colonel Gaddafy promised to put 2billion to kick start the African Central Bank Nkrumah suggested in Addis Ababa in 1963, the almighty French got rid of him leading to the destabilisation of Mali and a resourced Boko Haram.
