  I believe if Government wants to reduce energy consumption, it can also introduce the following incentives:
  1. Give discount for people to buy solar panels for their homes.
  2. Exchange current traffic lights for their LED versions
  3. Most ministerial and governments offices just abuse the power. Government can should be strict on public work place power usage.
