  I agree with the suggestion to amend the Act effective date to about2020 when fund managers and other administrators would have settled to invest in profitable ventures. Beneficiarie in 2015 do not know where or who will pay their lump sum as it is being suggested that these people are being asked to contact the government for choice of fund managers.
