  Whose fault is it? Is it not government mismanagement or incompetence that has delayed the gas project so much that it endangered the oil production?
  Tullow invested its money, a lot of it and does have a right not to lose ...

  Tullow invested its money, a lot of it and does have a right not to lose it because of other's fault. Or else the government should pay Tullow for their losses.
