The data already exist on your books. This particular initiative is long overdue. Please whatever it entails do not leave out all those involved in cocoa production to the point of sale.

The watchman at Cocoabod receives pension but the cocoa farm labourer does not. This is a colonia legacy.

Good Idea. I am sure we will have to define who the farmer is carefully. Who is to receive the pension ? The "owner" of the land who manages to get the produce or the labourers engaged on the farm

The Bank of Ghana (BOG) has no Eastern Regional headoffice. The BOG must ask for land from the King of Akyem (Okyehene) to construct this building. I don´t believe that the BOG has accurate data of the economic activity in the at least 12 Akyem districts which make up more than half the population on the region. The GDP and GNI of these Akyem districts are very high. They stem from:
Gold mining
Diamond mining
Cocoa
Oil Palm (the largest in West Africa)
Timber
Software development
etc
The money supply and capital in the at least 12 Akyem districts are wholly inadequate. BOG must remove impediments to the setting up of rural banks in these districts and encourage ADB and GCB to open branches in these districts.
The government must further ensure that wholly owned Ghanaian banks, including rural banks, get at least 80% of the banking revenue.

This is a very very simple problem and don't waist time and energy. The land Owner definitely owns the land from which he collects royalties or land rents from the farmer. The Farmer owns the farm, invest his money, energy and his life on the farm. Where is the difficulty in in drawing the line between the Land owner and the Farmer? I own a 20 acre cocoa farm at Obuasi. I paid over cedis150, 000, 000.00 to the land owner over 10 years ago which he has enjoyed. Do you want to establish a pention for him again? and l have no pention. Where is the difficulty?
