  Procurement laws are not the problem but the unchecked powers of the executive branch of government. The proof of what I say can be seen, witnessed and heard each time the Woyome saga is heard In court. The laws governing procurement and open bid processes are fine but undermined by the president and the executives appointed by the office of the president. Kufour proved that the powers vested in the executive office is corrupting and those powers are at the root of the chaos in Ghana. It is through procurement that the party in power gets to enrich party elite and faithful but not because of the procurement laws. Needed changes will not come to Ghana until the very powers the NPP and NDC yearn to have is checked by parliament. To be blunt the change will never come because it is the prize that is at stake for our elections

  Parliament should never approve of the proposal to increase the threshold of heads of entities to GHC100,000 and GHC150,000 for goods and works respectively, for that would reduce the procurement functions to the level of only entity heads and render Entity Tender Committees useless. It will also increase corruption associated with public procurement

  Even with the current small approval threshold given to entity heads there are a lot of corrupt practices as tranparent processes are followed and most entity heads flout the procurement procedures with impunity. Go to Government hospitals and health directorates and you would be shocked to know how some Medical Superintendents and health directors are abusing their authority and engaging in corruption when it comes to public procurement

  For entties that do not procure items valued up to GHC1m in a year does it mean only entity heads will be do the approval? More room for corruption. Ghana is in trouble is these new thresholds are approved by parliament
