Gov't being the sole buyer and seller
of cocoa bean is a bad idea. Allow the citizens to buy bean, train them to produce cocoa butter just like Shea butter (Nku/Nkuto). Let them make native Chocolate. Give this experimental exercise a couple of year and you will see what the innovative Ghanaian can do. Gov't must get out of the way and regulate cocoa product and production as any other food product.
