  Mr Seth Terkper and his Ministry of Finance are in a lot of areas that ought to be clearly outside "Finance."
  
  We are hoping the Ghana National Development Planning Commission, and other key state agencies, including Energy, Interior, are solidly represented in these talks.
  
  We believe that the Government of Germany has a duty to its citizens and the average Ghanaian to ensure the proper officials are represented in these talks in Ghana.
  
  Nobody has a lot of time to waste!
