  This Industry,is largely dominated by charlatans whose sole aim is to 'wash' dirty money they have acquired from dubious activities. They are therefore not in the business for the long haul;and I am afraid, the mere issuance of a document [certificate],by a local govt agency and corrupt loan officers, will not address this problem.
