It is not just sluggishness but a deliberate system in place.May be you don't understand the system.They are making it difficult for you because you are not paying your way out.That is what it is,they want you to bribe them before they provide any service for you,period.It is institutional from the High Courts to the Ministries to the Hospitals,that's what operates in day to day life.You can only get what you need if you give somebody something.Sad to say it but it is plain truth,so help us God.

Corruption Endemic in Africa: Corruption was set up by the colonial overlords who used their western style education to train Africans to be bureaucrats in the civil service. Thus, propagating bureaucracy and corruption to favor the colonialists. This is why Boko Haram for example are livid with the corrupt, number changing, ballot stuffing, nature of these western educated govt bureaucrats in naija. Will Boko haram end up in Ghana? Why not?
1. Corruption Sensitivity Training: Educate the executives(attorney general, the judges, public officials, immigration, police officers)about the short, long term effects and impacts of corruption. Corruption Sensitivity Training should be a mandatory part of interview process, class, testing requirement for all ministers and public sector officials. Make them aware of the consequences and have them sign off on this. If judges, police officers, employees are educated and made to understand the explicit and implicit impacts of corruption and how it affects their own salaries, bonuses etc. Things will change!
2. Enforce the Law: Offenders must face jail time, tickets/fines, sell assets to payback what has been stolen, name and shame offenders in media
3. Put ethical persons in positions of power,
4. yearly revenue audits brief
5.NPP: Narcotic & Pharmaceutical Party, NDC: National Dealers of Corruption(Price Inflators of the national budget, safety pin, toothpick, kenkey, oil, mbaa dross)

These Lebanese and Indians feel so good about themselves. Is it true that these Silver Star guys acquired Legon Farm area lands for farming purposes and got it very cheap for that matter but are now using it for real estates?

Yes it is very difficult to do business in Ghana. For those of you who do not own businesses or have not started a business you have no idea at ll. 1. Try registering a business only then will you see how difficult it is. 2. After waiting for months for company registration papers you will then be confronted with varius agencies. For instance try opening a small restaurant- you have to deal with the local assembly, fire service, internal revenue, Ghana tourist Board, Drug& Food Board, people coming to charge you for the size of your advertising sign board, health certificates for each employee. After having paid all these people for the so called certificates if you happened to have started in November begining January 1st you have renew all the certificates again because they tell you all those have expired because its a new year. They dont run for 12 months!! No wonder every one is buying and selling. No one wants to go through this maze of curropt oficials and contend with a lot of rules which serve no useful purposes.
