  Who told this minister to begin negotiations? There is a process to be followed snd this motion must be discussed by the people's representative in ghana, called parliament. My opinion is to appoint a foreign CEO who ain't Ghanaian to run to day to day affairs of the refinery and must be accountable and report only to the President. Why sign a deal with the Saudis to refine their oil? Are the Saudis the oil producers in the world? Why is ndc in a haste to sign this deal and what is in its for mahama and his people? It will be in Ghana's disadvantages to sign this. This will prolly give the saudis a flat refine rate, which won't be applicable to inflation, the exchange rate etc. So why is this govt in a haste to sign? Special interest?
