  These duties won't make a difference. What has to be done is to improve the productivity of local farmers through education & credit facilities. Gh has the potential to be a major player in the industry

  Calling Ghana a very competitive environment for Oil Palm is very far fetched. The big successes in Malaysia and Indonesia are 90% based on an extremely favorable climate and only 10% on human excellence. They have 3-4 times the amount of oil per ha than West Africa and the super-sized Mills are 5-10 times more efficient.
  
  Ghana can never improve the sector to globally competitive levels. That's why producers call for import protection. However, it has to be noted that the countries largest producer Willmar is also the largest importer of CPO for their new Tema refinery.
