This is what he is saying. Telling the whole world that the $ to the Cedi is at a rate of 1= 4.4 would erode investor confidence in the country.
These figures has to be hidden from Public view!
How can you possibly hide this piece of information. Investors do not only know this fact but they also know where it is heading and when it will get there.
