at what interest rate?
any thing that atracts monony to Ghana is a good thing so far as it will be used for the benefit of the Ghanaian people
unless you issue eurodollar bond or a bond which pays both the coupon rate and par value at maturity in a stable currency like dollars or pounds,its only an amateur who will invest in these bonds
If you are an individual or small investor...don't even contemplate in buying these bonds. On the other hand, institutional investors might find it attractive if a forward contract is used to hedge the underlining instrument.
