  2. Favourable investment environment (e.g. less corruption)
  3. Some effective local demand for their products (e.g. while the socialist model of "low pay for cheap everything" may attract philanthropists, it does not attract for-profit investors".
  4. Stable currency at least between date of investment and date of capital repatriation.

  She knows very well that it is expensive government fees and the totally unreliable Cedi that keeps FDI away from investing heavily in the power generation sector. 5000 MW is nothing for international investment if the government would create a favorable environment. However, they have invented numerous regulations that take government fees long before a project has been completed.
  
  Those fees are designed to feed the government cronies at the Energy Commission but do nothing for the Ghanaian public.
  
  Again, the lady is well aware of that but wants to keep her nicely paying job as long as possible.
