    THE BASIC PROBLEM, APART FROM CORRUPTION, IS THAT THE PRODUCTIVITY OF THE AVERAGE GHANAIAN IS WOEFULLY LOW.
    THE PUBLIC SERVICES CAN BE RUN BY LESS THAN HALF OF THE PEOPLE EMPLOYED NOW.
