  Why do we have to draft a new law to be financially disciplined? Don't we already have enough laws on our books? We will soon be drafting laws to tell us when we can pooh!!!

  It won't make a difference when there's an incompetent president in charge. Legislation isn't needed to ensure proper financial management & probity, only good, honest, competent govt & administrators.
