It's okay to pollute the lands of Western and central regions, and their exploits - ala gold, diamond, bauxite, mangenese, underground oil, cash crops to develop so called SADA areas while living the western and central regions lagging behind in development.   LOOK AT OIL SPILLS AND EXPLOSIONS IN USA DEEP WATER WELLS...MOST OF EXPANSION IN USA HAS BEEN WELLS DRILLED ON LAND WHERE FRACKING WAS USED..(NOT GOOD FOR GROUND WATER)
