  Good idea but how would the fish mongers know which fish is contaminated? Surely there must be an agency charged with the responsibility of looking out for contaminated fish to save the general public.

  Fish Mongers go to market to buy and sell for profit. That's all they're expected to do. So if the Minister finds it worthy of her administration to monitor the activities to the fishermen, then she should allocate the necessary resources to the sector to assure the public of wholesome food for consumption.
