  Farmers should not be penalized for a bumper harvest. What we see is lower prices at a good harvest. This is bad for the farmer and the farming industry.

  Your concern about low prices for farm produce during bumper harvest is genuine.However, a well-set-up index insurance scheme can provide protection against price fluctuation and even lack of demand/market for farm produce. I am currently doing some research into these issue. The concerns expressed by all the commentators are genuine. However, a well-designed and regulated agricultural insurance program can incorporated in-built mechanisms to deal with them. I have some ideas as to how some of these challenges can be addressed in order to make the schemes acceptable,trustworthy,profitable, and sustainable.

  GHANA IS NOT IN THE POSITION TO MODERNISE THE FARMING SECTOR AND TO INCREASE PRODUCTIVITY BECAUSE, THE FARMING SECTOR IS STILL DOMINATED BY SUBSISTANCE ILLITERATE PEASANT FARMERS.
  
  HOW ON EARTH SHOULD THE AGRICULTURAL FACULTIES IN GHANA PRODUCE AGRICULTURALISTS EVERY YEÁR AND FOR THEM TO IDEL AT THE MINISTRY OF AGRICULTURE, REGIONAL AND DISTRICT AGRICULTURAL OFFICES FOR NON PRODUCTIVE WORK AND EASY SALARIES.
  
  UNLESS THE AGRICULTURAL SECTOR IS REFORMED YIELDING PLACE TO NEW ORDER OF CHANGE, I DOUBT VERY MUCH IF, THE VULNERABLE WOULD BE SPARED WITH THESE KINDS OF IRRELEVANT ARGUMENTS.
