They go to 'quantitative easing' when the central bank can no longer reduce interest rates (i.e. they are close to zero) and inflation is very low. Ghana has a high borrowing and inflation rate. Adding more money into the economy will only exacerbate inflation and borrowing rates.
The government needs money to buy the next election and they will are willing to throw away the future to win today.
