  When black marketing was booming in the 1980s, it was the owners of the forex bureaus were the dealers in the black markets which was highly illegal.

  It is very difficult and cumbersome to get an operational permit from Bank of ghana to engage in forex trading hence the fertile grounds for illegal forex activities to trive. For example the whole of the brong ahafo region has only one legal forex bureaux.

  The overregulated FOREX market is not a solution to the problem, just a remedy. However, government is not turning around the basic problems of the economy. In that situation many small businesses have no choice but to resort to black market operations. The bad guys cannot be found where the FOREX black market takes place, they rather have desks in ministries, the presidency and at BoG.
