  Whoever is interested in developing agriculture in the north of Ghana must show how he will be able to control cattle rearers. One of the factors discouraging the youth from venturing into farming is the license given to Fulani cattle farmers to molest farmers at will. Some cheap traditional rulers have been corrupted to throw their full weight behind cattle farmers, so that crop farmers have no chance to find justice when their crops are destroyed by the animals by chance or plan.
