  I think the birth of the Ministry of Business Development is right. The first step is to ensure that the correct policies that will enthrone favourable environment for businesses to thrive should be developed. Agencies (staffed by people with business experience)or a unit within the new department should develop both financial and non-financial instruments for different types of businesses operating at different points/levels of their business cycles.
