  that is the "game"
  consumers maximise their utility, entrepreneurs maximise their profits whiles politicians maximise their votes....tax payers want to see the value for their money, but i think there should be some education from the district and proper and pious accountability to the sellers...it high time citizens must get up and criticize some of these anomalies.
